I have the honour to inform you that when

the draft Estimates for next year were under consideration I

caused a list to be drawn up of all the Public Works Extra-

ordinary which ought to be commenced in the near future or as

soon as funds admitted, with a view to including a provision

for those which were most urgently necessary in next year's

Estimates. The preliminary list of such Public Works was

found to involve an expenditure next year of over $800,000.

As I was not prepared to submit quite so comprehensive a list

for your consideration at present, in view of the many other

demands upon next year's revenus, I consulted with the heads

of the Departments concerned as to the items which might

with least loss be omitted. In spite of the difficulty of

making a selection among works which might all be considered

necessary, I struck out, among others, the projected Yau-ma-ti

School, for which the estimate of the Director of Public Works

was $9,000.

2. It was with reluctance that I sanction
